Moving to a team culture  (Canada)

Matrix organization with 30 people (internal service division of a large bank) - imbedded project teams with individual participation on multiple teams  - the current culture insulates problem children, and promotes competition and toxic behaviours.  The bank has committed to a "high performance team culture" and this group wants to embrace it in action and words.  Sponsorship (at this point) is from within the development function within the matrix org. 

We are thinking that the "Team Coaching Diagnostic" and experiential retreat is an appropriate solution, but are concerned about the multiple layering of team participations and lack of team norms.  Thoughts?

Diagnostics are usually a good way to quickly gather information across a wide number of people.  However, they are also an intervention of sorts that "something is happening."  Are you prepared to start raising dust now?  From the information you provided, I can only see the tip of your iceberg, not knowing the personalities involved and the different peer groupings among the 30 individuals.  Prior to doing any diagnostic, you might do an in-depth analysis of who is involved, what interpersonal relationships exist (and why), what reinforces the current behavior dynamics, and where you see pockets of desire for change (whatever that may mean).  Kowing the responses to these areas might then provide alternative approaches to moving to what you see as a desired end-state.

Thank you entarga.  It is an interesting situation.  Indeed something is happening.  The organization has committed to building a "high performance team culture" and there is heightening awareness that this division is anything but...there are three levels represented in the group of 30, and many independent contributors who are seeking individual rewards and recognition.  They have a culture of "cover yourself".  I like the idea of the in-depth analysis to determine the formal and informal culture, and change desire/readiness.  thanks for the suggestion and perspective.
